To implement the project DNR partnered with City of Spokane Fire, Avista Utilities and private landowners. The City covered the cost of the hand crew, Washington DNR covered the cost of the masticator machine and staff to operate it with state funds (both General Fund State and Wildlife Response, Forest Restoration, and Community Resilience Account funds).
